I've gotten 20/21 keepers on the Citadel (using the scanner). The last one is guarded by one of those AIs and won't let me scan the keeper. I'm guessing later in the game the Citadel gets attacked and the AI goes offline, then you can scan. Seems like the predictable conclusion.
